The employer's share of EOBI contributions — currently five percent of minimum wage per employee per month — is a fully deductible business expense in your income tax computation. This means every rupee you contribute to EOBI on behalf of your employees reduces your taxable business income, providing a direct tax benefit. When preparing your annual income tax return, EOBI contributions paid during the year must be entered under allowable deductions in your profit and loss account. Failure to claim this deduction is a common and costly oversight that Kamboh Associates corrects when reviewing business returns.
The employee deduction — one percent of minimum wage — must appear on each employee's salary slip as a line item. This is both a labour law requirement and an FBR documentation standard. FBR increasingly cross-checks EOBI portal data with the payroll figures declared in your income tax return and monthly withholding tax statements under Section 149. If your declared payroll is significantly higher or lower than your EOBI contribution data, it can trigger a reconciliation query or audit notice. Kamboh Associates aligns your EOBI filings, salary WHT returns, and annual income tax return so all three data sources are consistent and audit-proof.
EOBI contributions are calculated as a percentage of the Minimum Wage, not the employee's actual salary. This keeps contributions predictable regardless of salary increases.
Employer pays 5% of minimum wage per employee per month. For 2026, minimum wage is Rs. 37,000 — so contribution is Rs. 1,850 per employee.
Employee contributes 1% of minimum wage, deducted from salary. For 2026 minimum wage: Rs. 370 per employee per month.
Total EOBI contribution (employer + employee share) must be deposited by the 15th of the following month via EOBI portal or designated banks.
All private sector establishments with 5 or more employees are required to register with EOBI. This includes factories, shops, commercial establishments, hotels, educational institutions, hospitals, and construction companies. The threshold was reduced from 10 employees to 5 employees — making EOBI applicable to a much wider range of small businesses. If your business has 5 or more employees on payroll, registration is mandatory, not optional.
EOBI registration is done online through eobi.gov.pk. Here is exactly what you need and how the process works from start to finish.
EOBI is a federal scheme covering all provinces. However, Punjab (PESSI), Sindh (SESSI), and KPK (KPWA) also have their own provincial social security schemes which provide medical and related benefits. Employers with operations in Punjab must register with both EOBI (for pension) and PESSI (for medical coverage). Kamboh Associates manages registrations across both EOBI and the relevant provincial social security authority depending on your business location.
EOBI is one of several mandatory labour obligations. Understanding how it fits with other laws helps you build a fully compliant payroll from day one.
Mandatory for all establishments with five or more employees. Monthly contribution is five percent from employer plus one percent from employee, calculated on minimum wage. Covers old-age pension, invalidity pension, survivors pension, and old-age grant for retiring workers.
Punjab Employees Social Security Institution (PESSI) and Sindh Employees Social Security Institution (SESSI) provide medical and maternity coverage for industrial workers in Punjab and Sindh respectively. Employers with Punjab or Sindh operations must register with both EOBI and the relevant provincial authority. Contribution is typically six percent of wages up to a provincial cap.
Employees who complete five years of continuous service are entitled to thirty days wages per year of service as gratuity on termination or retirement. This is a statutory right under the West Pakistan Industrial and Commercial Employment Ordinance 1968, separate from and in addition to any EOBI benefits. Kamboh Associates handles EOBI, PESSI registration, and ongoing monthly filings as a bundled labour compliance service. WhatsApp 0328-4675162 to discuss your requirements.
EOBI compliance protects your employees and protects your business. An unregistered employer faces not only financial penalties but also reputational damage and potential criminal proceedings under the Employees Old-Age Benefits Act 1976. We manage the complete EOBI lifecycle for over 150 employer clients across Lahore and Pakistan. WhatsApp 0328-4675162 for a free assessment of your current compliance status.
